    Birth date: December 25, 1981

    Secretary Ma. Esperanza Christina Garcia Frasco is the current Secretary of the Department of Tourism. A multi-awarded Mayor of the Municipality of Liloan in the Province of Cebu, her transformational leadership fostered Liloan’s development towards sustainability, livability, and innovation with aggressive infrastructure development, education support, economic recovery, and social protection programs earning awards for Liloan as the Top Model Municipality and Most Resilient Municipality in the Philippines.

    Throughout the challenges of the pandemic and the super typhoon that recently devastated Central Visayas, she led Liloan’s recovery and resurgence towards having the highest growth rate in Cebu. Under her leadership, Liloan has the distinction of being a four time recipient of the highest audit rating given by the Commission on Audit, and it has received more than 40 good governance awards and citations from local and national award giving bodies.

    A lawyer by profession, she practiced international arbitration and commercial litigation and was a professor of law prior to joining public service in 2016. For her vast experience in local governance, Vice President Sara Z. Duterte appointed then Mayor Frasco her spokesperson for the 2022 National Elections.

    After winning a fresh mandate for her third and final term as Mayor in the last elections, President Ferdinand R Marcos, Jr. handpicked her to lead the Department of Tourism (a challenge she whole heartedly accepted as she committed to support the President ’s vision for tourism to become one of the country’s major economic pillars and an effective driver of the Philippines’ post pandemic national recovery.

    With Secretary Frasco at the helm of the tourism industry, the DOT aims to improve infrastructure and accessibility; push for comprehensive digitalization; enhance tourist experience; equalize tourism product development and promotion to increase livelihood and economic opportunities diversify tourism products and widen tourism circuits; maximize domestic tourism while enhancing international tourism; and strengthen tourism governance through close coordination with local government units and stakeholders. Enhancing the overall tourist experience through connectivity, convenience, equality of promotion and development of tourist destinations across the country, and uplifting the quality of products and services to reflect a distinct Filipino brand, will be the main focus points of the tourism portfolio.

    Now, as the country’ s Tourism Chief, Secretary Frasco brings her local government perspective, administrative and legal experience, and a collaborative and multi-dimensional approach to the short, medium- and long-term development of the Tourism Industry. With the goal of propelling the Philippines to exceed its current global standing and tourist arrival numbers, and transform it to a tourism powerhouse in Asia.

        MARK T. LAPID

        Has more than 20 years of public service having started at an early age of sixteen as Sangguniang Kabataan Chairperson and moving on to serve as Barangay Chairperson and Ex-Officio Member of the Sangguniang Panlalawigan, until elected as Governor of the Province of Pampanga. His strong leadership honed through years of experience inspires affection and respect as a man with true understanding and compassion for the core sentiments of his constituents. As a local chief executive, he was not only sensitive to the needs of his constituents but actively promoted integrity, transparency and accountability, commitment to growth and prosperity. The fact that the Province of Pampanga remained as one of the top ten provinces despite the disaster brought about by the Mt. Pinatubo eruption is a testament to his mettle as a mass and visionary leader.

        He carried this brand of leadership when he joined the executive department in 2008 having been appointed as General Manager/Chief Operating Officer of then Philippine Tourism Authority (PTA), now Tourism Infrastructure and Enterprise Zone Authority (TIEZA). Barely a year after his appointment as General Manager, the PTA was recognized by the Office of the Government Corporate Counsel as one of the best government corporations in the country (Gawad Pampublikong Korporasyon) being the first government corporation to successfully enter into a Public-Private Sector Partnership using the 2008 NEDA Guidelines. He inspired national and local governments, including the private sector, to transform, innovate, expand, collaborate, and achieve global excellence.

        Throughout his career as a civil servant, he has worked to ensure that tourism as a public policy responds to changing times and challenges, that tourism planning is a pre-requisite to better destination management and infrastructure development, and that allocation of meager government resources is essential for local people to gain access to more jobs and livelihood.

        He crafted and implemented tourism programs that provided local authorities the opportunity to increase their revenues, promote local attractions, diversify product offerings, and stimulate individual and community entrepreneurship. More importantly, he led efforts that immensely contributed to improving national and local tourism awareness, inducing foreign and local tourism investments, and forging partnerships and alliances with international organizations and development partners.

        In building tourism enterprise zones (TEZs) across the country and promoting public and private tourism investments, he is guided by sustainable development principles to safeguard the environment, preserve cultural heritage, and give economic benefits to local residents. He has remained steadfast in helping tourist destinations manage current and future disasters and risks, including political crises and health pandemics, as well as guarantee their resiliency through institutional capacity building and networking.

        Committed to expanding his knowledge, he completed a master’s degree in Development Management from the University of the Philippines and completed Special Studies in Leadership from Stanford University’s Graduate School of Business and Harvard University’s John F. Kennedy School of Government.

        Birth date: July 19, 1962

        Honorable Benjamin “Benhur” C. Abalos, Jr., is the secretary of the Department of Interior and Local Government. He has served as the Chairman of the Metropolitan Manila Development Authority and as Mayor and Congressman of Mandaluyong City.

        While serving as the local chief executive in Mandaluyong, Abalos also served, in concurrent capacity, as President of the League of Cities of the Philippines from 2007-2010 and of the Union of Local Authorities in the Philippines.

        He was also a lecturer at the University of the Philippines, National College of Public Administration and Governance, Development Academy of the Philippines, and Local Government Academy.

        Under his helm, Mandaluyong received numerous awards such as the prestigious 2015 United Nations Public Service Award in recognition of his initiative, Project TEACH. The program was used as template for other third-world countries which also bagged Galing Pook Awards in 2013 along with the city’s Garden of Life Park.

        The city has received the Presidential Award for Most Child Friendly City in the Philippines in 2011 and was conferred the Seal of Child-Friendly Local Governance as top regional awardee in January 2016 both by the Council for the Welfare of Children. Mandaluyong was hailed as the Most Business-Friendly City in the Philippines. Also, the city ranked No. 2 in Top Performing Cities Based on Locally Generated Revenues in the 2010-2011 Comparative Report of the Department of Finance-Bureau of Local Government Finance.

        In 2014-2015, the city was conferred the Seal of Good Local Governance by the DILG for passing all criterion the Core and Essential Components: Good Financial Housekeeping; Social Protection; Disaster Preparedness; Business-friendliness and Competitiveness; Environmental Management; and Peace and Order.

        The city also received the Nutrition Honor Award – the highest award conferred by the National Nutrition Council to an LGU that has consistently achieved the CROWN Award. (Consistent Regional Outstanding Winner in Nutrition).

        The Kabalikat Award for Local Government Unit was also awarded to the city by the Technical Education and Skills Development Authority (TESDA) NCR.

        Pioneering Leader in Green Building Program was also given by the International Finance Corporation World Bank and adopted by the Department of Public Works and Highways.

        Incoming Interior Secretary Abalos is also awarded Most Outstanding Mayor conferred by the Senate and House of Representatives and leading universities in the country.

        Not only is he the guiding force of the city, he is likewise the source of inspiration to serve for every Mandaleño. The man behind the slogan: DEEDS NOT WORDS (GAWA, HINDI SALITA) – a trademark governance that he hopes would inspire other local leaders in providing genuine public service.

            Assistant Secretary Francisco Relevo Cruz has been with the Department of the Interior and Local Government (DILG) for more than 33 years now, where he served in various capacities, the latest of which is being the Assistant Secretary for Plans and Programs. He earned his Master’s Degree in Media and Governance focusing on human security and communications from Keio University in Japan in 2009 as a government scholar.

            Among his functions is to ensure the harmonious complementation of the Department’s plans, programs, and projects and their alignment with the Department’s mandates and the national thrusts as well as to the Secretary’s and the President’s priorities.         Ms. Maria Antonia Yulo-Loyzaga is the current Secretary of the Department of Environment and Natural Resources of the Philippines. Since her appointment, she has been designated by President Ferdinand R. Marcos, Jr. as Head of the Philippine Delegation to five major conferences: the 2022 Asia Pacific Ministerial Conference on Disaster Risk Reduction, United Nations Climate Change Conference COP27, United Nations Biodiversity Conference COP15, United Nations Water Conference, and the United Nations High-Level Meeting on the Midterm Review of the Sendai Framework for Disaster Risk Reduction. She is the Chairperson of the Cabinet Cluster on Climate Change Adaptation, Mitigation, and Disaster Risk Reduction (CCAM-DRR) and the designated representative of Marcos to the Climate Change Commission (CCC) as Chairperson.

        Ms. Loyzaga was the President of the National Resilience Council (NRC), a science and technology-based public-private partnership aimed at the implementation of the Sendai Framework for Disaster Risk Reduction, the Sustainable Development Goats, and the Paris Climate Agreement. She was a member of the United Nations International Office for Disaster Risk Reduction’s (UNDRR) Asia Pacific Science Technology Advisory Group (APSTAG) and was also a Director of the UNDRR’s Alliance for Disaster Resilient Societies (ARISE) Philippines initiative, where NRC leads the Disaster Risk Management Strategies work theme.

        Ms. Loyzaga served on the Science Advisory Board of the Integrated Research on Disaster Risk International Center of Excellence-Taipei (IRDR ICoE) and was a governing board member of the Future Earth Global Secretariat Hub (GSH) Taipei. She was a Trustee of the Zuellig Family Foundation, the Manila Observatory, Ateneo de Naga University and the Forest Foundation Philippines, where she also served as Treasurer.

        Prior to these appointments, Ms. Loyzaga was the Executive Director of the Manila Observatory from 2007-2016 and was also a Trustee of the Ateneo de Manila University from 2007-2017. During this period, she was appointed to the Department of Science and Technology’s Committee on Space Technology Applications and to the UNESCO National Commission’s Committee on Science and Technology.

        In 2013, she was recognized by the Armed Forces of the Philippines for her contributions to the Philippine military’s emergency disaster response operations during Super Typhoon Haiyan.

        Ms. Loyzaga holds a Master of Arts degree in Government from Georgetown University and Bachelor of Arts degree in Political Science from the Ateneo de Manila University.

          ANALIZA R. TEH is the Undersecretary for Climate Change Service and Mining Concerns of the Department of Environment and Natural Resources (DENR) and its permanent alternate representative to the TIEZA Board of Directors. Usec. Teh is a product of De La Salle University where she ranked number 1 in the graduating class of Bachelor of Science in Commerce Major in Marketing Management in 1985. In 1996, she finished her Bachelor of Laws from the University of the Philippines. Usec.             Daniel Nicer is the most senior Assistant Secretary of the DENR. He is the main author and implementer of the Anti-Corruption Program of the DENR. He has been handling personnel disciplinary cases for the past 15 years. He was appointed as Career Executive Service Officer II in 2010. He crafted the Internal Audit Service (IAS) Road Map (based on ADB template) to give direction to future Internal Audit Services Officials by guiding and helping them ensure the progress of Internal Audit in the DENR (the very first in the entire Philippine Bureaucracy). He led in the audit of the National Greening Program (NGP) from 2011 onwards.

            He was a top graduate of the University of the Philippines College of Law with the award of Best Legal Research Paper for his work on patenting of life forms, which derived much from his Bachelor Science Degree in Biology. After graduation, he became an Associate in a major Makati law firm for 3 years.

            In 2002, he joined the DENR where he handled major cases filed with the Supreme Court. In 2005, he wrote a book on international environmental law published by the University of the Philippines Law Center, garnering him the award of Ozone Layer Champion in 2008 by the World Bank-funded Philippine Ozone Desk.

            He is an invited lecturer on environmental law for judges, prosecutors, public attorneys and other officials in trainings conducted by the Philippine Judicial Academy of the Supreme Court. He participated in the crafting of the Rules of Procedure for Environmental Cases.

            He was the Philippine representative to the international negotiations for the Intergovernmental Panel on Biodiversity and Ecosystems Services (IPBES), the body that will process the best scientific information in the world for the purpose of protecting the remaining species in the planet and promote the welfare of mankind, especially in the face of global climate change. He gave crucial contributions to the establishment of the IPBES, including a new rule for international decision-making that resolves the common impasse on consensus-building, which the UNEP counsel called the “Philippine Solution”.

            He is also currently the Acting Executive Officer of the Environmental Heroes Foundation, Inc. which was established under the leadership of former Chief Justice Reynato S. Puno to help the bereaved families of environmental heroes.

            In 2015, he earned his Master’s Degree in Urban and Regional Planning from UP SURP with thesis on Good Governance in Disaster Management.

            Among his major innovations is the crafting of DENR Memorandum Circular No. 2015-04, which established the Service Excellence through Continuous Systems Innovation Monitoring and Evaluation (SECSIME) that requires annual updating of process flows of all DENR Offices for improved service delivery of the entire Department. He is the creator of the mobile app EnvironMentor, which aims to inform DENR leadership, both new and old, regarding official actions and data of the DENR through the years, and to inform the general public of all the important environmental information such as protected areas, forestlands, mining areas, ancestral lands, fault lines, and geo-hazards. He also conceptualized and implemented the E-Filing and Monitoring System for Illegal Logging and Wildlife Cases in the DENR, which is intended for transparency and minimization of corruption in these cases.

        Secretary MANUEL MANLIGAS BONOAN has been in public service for most of his life, having started his career as a Civil Engineering Aide in 1966 of the then Bureau of Public Highways under Ministry of Public Works, Transportation and Communication during his senior year in Civil Engineering at the Mapua Institute of Technology.

        After he passed the Civil Engineering Licensure Examination in 1967, he was promoted as Junior Civil Engineer.  He also distinguished himself as a licensed Environmental Planner after passing the Environmental Planning Board Exam in 1995.

        From then on, he rose from the ranks until his appointment as Project Manager from 1977 to 1987; Assistant Secretary in July 1990; OIC-Undersecretary in July 1998; Undersecretary in August 1998; appointed DPWH Officer-In-Charge by President Gloria Macapagal Arroyo from January 30, 2007 to July 3, 2007; and Senior Undersecretary from July 4, 2007 to June 30, 2010.

        To beef up his civil engineering knowledge, he acquired his graduate diploma in Highway Engineering at the University of South Wales in Sydney, Australia in 1976.

        He also attended various trainings, seminars and international conventions, among which are the 3rd World Water Forum on March 16-23, 2003 in Shiga, Kyoto, and Osaka, Japan; Transportation Estimators Association Conference and the Transport User Group Meeting on September 3-10, 2003 at Burlington, Vermont in the northeastern United States; and Signing Ceremony of the Intergovernmental Agreement on the Asian Highway Network on April 25-28, 2004 in Shanghai, China.

        Active in related professional organizations, he became President of the Philippine Institute of Civil Engineers (PICE) from 2001 to 2003; President of the Society of Philippine Accredited Consultants (SPAC) from 1998-1999; President of the Road Engineering Association of the Philippin es (REAP) from 1994-1996; member of the Association of Government Civil Engineers of the Philippines (AGCEP); member of the Philippine Water Works Association (PWWA); and, member of the Transportation Science Society of the Philippines (TSSP).

        Rooted on his very impressive experience, he moved to the private sector upon his service retirement in June 2010,  and became President and Chief Executive Officer of SMC Tollways, the infrastructure arm of San Miguel Corporation that handles the construction, management, and operation of the country’s largest infrastructure network namely Tarlac-Pangasinan-La Union Expressway (TPLEx), South Luzon Expressway (SLEx), Southern Tagalog Arterial Road (STAR) Tollway, NAIA Expressway and the Metro Manila Skyway.

        With his uncommon dedication to engineering competence and professional integrity, he was drawn back into the public service by the President Ferdinand R. Marcos Jr. to led the new administration’s infrastructure program and carry out the challenge to ‘Build Better More” to enhance the living condition of the Filipino people.

        Born August 5, 1945 in Solsona, Ilocos Norte, he is married to Yolanda S. Bonoan and they have two (2) children namely Lester Nolan and Fatima Gay.

          MARIA CATALINA E. CABRAL made history when she became the first female rank and file employee who reached the level of Undersecretary in the hierarchy of officials in the engineering and construction arm of the government. A licensed Civil Engineer, Undersecretary Cabral has three (3) Masters Degrees and two (2) Doctorate Degrees in the field of Business Management, Economics and Public Administration. And at present she is taking another Doctorate Degree on Urban and Regional Planning at the University of the Philippines As Undersecretary for Planning and Public-Private Partnership (PPP) Service, Undersecretary Cabral is in-charge of overseeing the development of strategic and priority plans and programs of the Department including implementation of PPP projects. She is a registered ASEAN and APEC Engineer and has been conferred as an Honorary Fellow by the ASEAN Federation of Engineering Organization. She is the 2017-2018 National President and first female highest leader of the Philippine Institute of Civil Engineers (PICE), again, exemplifying the role of women in infrastructure. And recently, she elected as National President of the Road Engineering Association of the Philippines (REAP) for 2019-2021. She also commissioned in the Reserve Force, Armed Forces of the Philippines with the rank of  LIEUTENANT COLONEL in the Philippine Army. In 2018, she was conferred the rank of Career Executive Service Officer I (CESO I) by the Career Executive Service Board (CESB). She was also nominated as 2018 Search for Outstanding Public Officials and Employees for “Presidential Lingkod Bayan” Category. She received the Most Outstanding Alumni Awardee by the University of the East in 2018. And recently, she received the 2020 Excellence Award from Philippine Federations of Professional Associations (PFPA). With 35 years of experience in public service, Undersecretary Cabral’s professional and personal feat as a public servant, an engineer, and a woman serves as inspiration not only to DPWH but also to other public servants.

Fernandez is the current Chief of the Legislative and Research Division of the Department of Public Works and Highways, He serves as the permanent alternate of the DPWH Secretary Mark Villar since July 2017.         SECRETARY MARIA BELEN “MABEL” SUNGA ACOSTA

        As the Chairperson of the Mindanao Development Authority (MinDA), Secretary Maria Belen S. Acosta takes the lead in facilitating and coordinating initiatives of key national agencies, Local Government Units (LGUs), non-government organizations, civil society organizations, and development partners that are vital to accelerating the socio-economic progress of Mindanao.

        She also sits as the Philippine Signing Minister for the Brunei Darussalam, Indonesia, Malaysia, Philippine East ASEAN Growth Area (BIMP-EAGA) economic cooperation.

        Before she was appointed MinDA Secretary, she had a long and notable stint in formulating landmark local legislations as a City Councilor of the First District of Davao City from 2001-2010 and 2013-2022., being one of the youngest legislators in the city back in 2001, she initiated several youth and sports development programs. She also spearheaded barangay-based livelihood skills training programs for women’s groups.

        She was the City Council’s Committee Chairperson on Education, hence becoming a Local School Board member. As the Council’s Chairperson of the Committee on Peace and Public Safety, she sat as a City Peace and Order Council (CPOC) member. She was also the City mayor’s representative as the Chairman of the Maritime Coordinating Council.

        Secretary Acosta was also a recipient of the Technical Education and Skills Development Authority (TESDA) Kabalikat Award for her barangay-based livelihood skills program initiatives. She was also awarded as one of the Ten Outstanding Councilors of the Philippines (TOCP) in 2009.

        Secretary Acosta remained dedicated to pursuing professional development during her three-year break from public service. She served as the Head of Delegation for the 39th Ship for South East Asian Youth Program (SSEAYP). She became an Alumna of the US State Department’s International Visitor Leadership Program.

        Secretary Acosta started her career as a broadcaster for ABS-CBN Davao after graduating AB Communication, Major in Broadcast Communication from the University of the Philippines-Diliman.

        Before entering politics, she was already known in Davao City as a news and public affairs anchor. She also hosted the TV Program “Gikan sa Masa, Para sa Masa” with Davao City Mayor, President Rodrigo R. Duterte.

        Secretary Acosta holds the distinction as one of the first elected officials to be a Career Executive Service Eligible (CESE) and completed the 26th Executive Course on National Security (ECNS) by the Department of National Defense College of the Philippines.

        She has a Master in Management degree, a Major in Development Management from the University of the Philippines-Mindanao, and a Senior Lecturer of Local Governance at the University of the Philippines-Mindanao, School of Management.

        Maria Margarita Montemayor-Nograles, commonly known as Marga, holds the position of Chief Operating Officer (COO) at the Tourism Promotions Board Philippines (TPB). Her illustrious career is marked by a commitment to innovation, social enterprise, and excellence in the field of marketing and entrepreneurship.

        Before heeding the call of public service, Marga co-founded KMMONO Inc., the driving force behind the social enterprise Kaayo Modern Mindanao. In her role as Creative Director, she orchestrated the day-to-day operations, with a keen focus on product development and marketing. She also fulfilled the company’s social responsibilities by providing sustainable livelihood opportunities to partner tribes.

        As Managing Director of MT Martish Corporation, The Exclusive Sub Distributor of Havaianas in South East Mindanao, Marga played a pivotal role in implementing the company’s strategic business and marketing initiatives, executing successful marketing events and programs along with overseeing daily operations. Her contributions were instrumental in expanding the company’s presence across Mindanao.

        Marga earned her AB in Interdisciplinary Studies, with a Major in Management and Communications, from Ateneo de Manila University. Her earlier education took place at Ateneo de Davao University, where she completed her High School and Grade School studies.           ATTY. GREGORY A. NUEGA, LL.M is a result-driven lawyer and adept in reviewing government contracts and policies. He hails from Ipil, Zamboanga Sibugay Province in Mindanao. He was admitted to the Philippine Bar in 2015 and finished his Master of Civil Laws from the University of Santo Tomas in 2019. He is a professor of Political Law, Constitutional Law, and Administrative and Election Laws at the Tarlac State University.

          He served as the Head of the Industry Relations and Services Division of the Domestic Promotions Department of the Tourism Promotions Board (TPB) and launched the first Member’s Night for all its members and stakeholders. He also headed the enhancement of the TravelPH and collaborated with the different Regional Directors of the Department of Tourism.

          He holds the position as the Acting Head of the TPB Legal Department and the legal adviser of different marketing and promotions projects of TPB and other national projects like the World Expo Osaka. He also introduced several guidelines and regulations to the TPB for the efficient implementation of Civil Service Commission and Commission on Audit issued rules and regulations. He is also part of the Bids and Awards Committee (BAC) in several capacities as a regular member and the Vice-Chairperson and a member of the ISO Corporate Management and Risk Review Committee.

          He sits as a permanent member of the TIEZA Board of Directors as an alternate to Chief Operating Officer Maria Margarita Montemayor Nograles.

        Atty. Ang graduated from the De La Salle University with a degree in Bachelor of Arts Major in Political Science, Minor in History in 1991. He started his legal education at San Beda College of Law and earned his Bachelor of Laws in 2002 from Arellano University School of Law. Atty. Ang Passed the Philippine Bar exam held on the same year. He was previously a Legislative Staff/Executive Assistant fro the Office of Senator Francisco S. Tatad from 1995 to 2001. Atty. Ang later on became a consultant for the Office of Senator Edgardo J. Angara. In 2008, Atty. Ang became the Vice President and Corporate Counsel of Sunwest Group of Companies. Ang became a representative to the 17th Congress of the Republic of the Philippines for Ako Bicol Partylist. Currently, he is the Vice President and Corporate Counsel of Sunwest Group of Companies. Concurrently, he is also the President of the Energy Group of said conglomerate. He is also the Director of Hotel Enterprises Philippines, Inc., Misibis Resort and Hotel Management, Inc. and Metrosphere Corporation which owns Midal Hotel and Casino, Misibis Bay Resort and Embarcadero Hotel respectively.
