Pursuant to its mandate to designate, regulate, and supervise Tourism Enterprise Zones (TEZs) and register, monitor, and regulate enterprises seeking to invest and operate within TEZs, as stated in Republic Act No. 9593, otherwise known as the “Tourism Act of 2009”, the TIEZA Board of Directors designated the entire Municipality of San Vicente in the Province of Palawan as a Flagship TEZ on 29 September 2015.

Intended to be a model TEZ that showcases sustainable and good practices in tourism development, the San Vicente Flagship TEZ was master planned and divided into four (4) clusters grouped according to their common themes and geographic proximity. The four (4) tourism clusters of the San Vicente Flagship TEZ are Long Beach (Cluster 1), Port Barton (Cluster 2), Northern San Vicente (Cluster 3), and Caruray (Cluster 4).

To effectively perform TIEZA’s mandate in the San Vicente Flagship TEZ, TIEZA established its Satellite Office in the Municipality in 2017. Then, in 2019, the San Vicente TEZ Management Committee (SVT ManCom), the interim TEZ Operator of the San Vicente Flagship TEZ, approved the delegation of the issuance of permits and licenses for Tourism-Related Enterprises (TREs) from the Municipal Government to TIEZA.

In an effort to improve its transactions, systems, and procedures in the administration of permit and license applications, the authority developed the TIEZA Online Permitting System (TOPS). Now, TREs located within the San Vicente Flagship TEZ can conveniently process their permits and licenses with TIEZA through the TOPS by clicking this link. Online payment for permits and license fees is also available through the MYEG.

Important Reminders

  • The TOPS may be used only by TREs located in the San Vicente Flagship TEZ. For non-tourism-related enterprises (Non-TREs), you are to undergo the regular process of securing permits prescribed by the Municipality of San Vicente.
  • Make sure that all the information provided are accurate and true to the best of your knowledge;
  • Make sure that all documentary requirements are attached before submission to avoid delays in processing your application.
  • By using the system, you authorize TIEZA to collect, store, and process your data strictly for the purpose of permit and license applications.
